Donetsk, Apr 27 – DAN. Kiev representatives at the video conference of the Contact Group subgroup on political issues acknowledged that the armed conflict in Donbass is intra-Ukrainian, Donetsk People’s Republic representative in the political subgroup Natalia Mikhailova said.
“At last Ukraine found the time to read the Package of Measures and confirmed that the Donbass conflict is intra-Ukrainian; it has not disputed the fact that the Minsk Agreements provide for negotiating with us as the citizens of once-whole country,” Mikhailova said.
She expressed the hope that the Ukrainian negotiators at the Contact Group session on April 28 would not change their position and confirm their commitment to the Minsk Package documents.
The Agreements dated September 5 and 19, 2014 and February 12, 2015 forged by the Contact Group in Minsk make groundwork for a peaceful settlement of the Donbass conflict. The Contact Group set forth a peace plan and agreed a ceasefire, then adopted the Memorandum on ceasefire implementation and later on the Package of Measures for the Implementation of the Minsk Agreements. It envisioned immediate and comprehensive ceasefire in Donbass, withdrawal of heavy weapons, establishment of security zones, discussion of the modalities for the resumption of payment of pensions and allowances to DPR and LPR citizens, and constitutional reform in Ukraine which should result in deep decentralisation. The Package of Measures also provides for coordinating decisions on Donbass with representatives of the People’s Republics.*jk
